Disciplinary Process for 7s Tournaments

A player sent off (red card) during a match is ineligible for the remainder of the match and tournament. The disposition and resolution of the red card offence must be determined prior to the player in question taking further part in play in subsequent tournaments and matches.

The referee must report all red and yellow card offenses to the Tournament Chair or the Tournament’s Disciplinary Chair and, within 48 hours, the referee must report these offenses via the host tournament’s GU’s process (in Capital, https://rugby.org/discipline/; in the EPRU, https://epru.rugby/referee-disciplinary-report/).

Two yellow cards in a match or three yellow cards across a tournament become a red card.

A hearing may be held at the site to overturn a red card, if there is sufficient corroborating evidence (i.e., video, putative victim statement). The burden of proof is on the player.

If an on-site panel is required, it will consist of at least three individuals of the following: (a) the Tournament Chair, (b) the Tournament Disciplinary Chair, (c) the Head Referee, and (d) a member of the regional 7s Committee.
